According to federal law, under the Motor Vehicle Standards Act 1989, a vehicle is required to comply with the rules before it can be registered in Australia for road use. This legislation applies all types of new and used vehicles whether they are imported from another country or locally manufactured. The law requires, amongst other things, that all vehicles comply with the minimum national standards on vehicle safety and emissions requirements which in turn ensures that all the vehicles used on the road are safe reliable and roadworthy.

Under the current national standards, which is the Australian Design Rules (ADR) third edition, a vehicle is given permission to be fitted with a compliance plate if it is certified to meet the ADRs. It is a mandatory requirement under the 1989 Act that a vehicle be fitted with a compliance plate as it will enable the registering authority to identify the vehicle as eligible for registration.
